Pennsylvania was called a holy experiment because a bunch of Quakers decided to experiment (it was holy because it was just Quakers) and try to make a community in what is now Pennsylvania.

Penn's woods or currently Pennsylvania is associated with the Holy Experiment of the Quakers in the mid 17th century.
In 1681, William Penn saw Pennsylvania as a "holy experiment," a chance to put his Quaker ideas into practice.
holy experiment
His holy experiment was to have religioustoleration (letting people practice whatever religion they want) throughout his colony.
I do not know of any "Holly experiment", however:The "Holy Experiment" was an attempt by the Religious Society of Friends (Quakers) to establish a community for themselves in Pennsylvania.
William Penn who established Pennsylvania was a Quaker and saw Pennsylvania as a holy experiment. He wanted to shape the new colony around the Quaker's ideas. Rhode Island was a place of religious tleration which made it easy for people facing religios prejudice to start a new life.
PENNSYLVANIA
William Penn referred to his new adventure as a “Holy Experiment.” He envisioned Pennsylvania as a place where religious freedom and tolerance could flourish, allowing diverse groups to live peacefully together. This experiment aimed to create a society based on Quaker principles of equality, justice, and community. Penn's vision was rooted in his desire to establish a haven for persecuted religious groups and promote a model of government founded on democratic ideals.
