The Church of Jesus Christ of Latter-day Saints (the "Mormon" church) was founded by Joseph Smith, Jr. in upstate New York in 1830. When a handful of Mormons moved to Nevada, the Church set up a congregation there.

In the Mormon church, individuals do not start up their own congregations. When a population of Church members exists in an area, Church headquarters provides them with a building and organizes a congregation there.... so the Mormon Church itself founded the Mormon Church in Nevada, simply because some Mormons moved to Nevada. There are now 320 Mormon congregations in Nevada.
