The first official act that eventually led to Shenandoah NP was the establishment, on 1924 February 24, of the Southern Appalachian National Park Committee; whose unpaid work was to examine the idea of a national park in that area. Business owners in the Shenandoah Valley almost immediately began to lobby for a park in the Blue Ridge Mountains. The main supporters were those who owned tourist businesses in those mountains: George Pollock, Harold Allen, and George Judd. A park in that area was authorized by Congress, and signed into law on 1926 May 22 by President Calvin Coolidge. It was not officially declared a national park until 1935 December 26, under the FDR administration.

So take your pick of any of the above.
