From 1623 to 1680 several land grants were given, one was to Capt. John Mason who wanted to establish a fishing colony. Mason sent David Thompson, Edward Hilton, and Thomas Hilton to establish it. They established Dover and Little Harbor. The settlement at Exeter was established by John Wheelwright in 1638. These were the first three settlements in the colony of New Hampshire. The colony itself was controlled by the Massachusetts Bay Colony.
