There are many places that can be checked for grants for Canadian students. Many education places will have Online Engineering grants for students who qualify including students with great grades. However, some places will have grants for students with disabilities and unique talents.
Admittedly haven't researched it but off the top of my head I would suppose that it would have to be the Spanish National Government which grants such licenses.

There is an FCC regulation prohibiting it. The FCC is the government agency that grants licenses to operate every radio transmitter in the US, including the licenses held by every AM, FM, and TV broadcast station. They have the power to fine (money) broadcasters who violate FCC regulations, and even pull the licenses of those who seem to be getting out of control.
