In 1910 in the United States there were still many who did not have the right to vote. Those who did have the right to vote included adult males of any race. However, literacy tests began being required. This kept many from being allowed to vote.
White men over 21. African American men were given voting rights in 1867, but Jim Crow laws prevented voting in 1910.
