You may want to approach authors or writers who have novels, short stories, or scripts that they would like to see adapted into manga format. Look for writers who are open to collaboration and interested in seeing their work brought to life in a visual storytelling medium. Be sure to discuss rights and ownership of the work before starting the project.

Read a Manga comic such as "Alita: Battle Angel" or "The Guiver," then compare the story and characters in it with something sillier such as "The Dirty Pair."
Unfortunately not, because the manga is finished and there is no longer a story to tell.

Buy good materials for your manga, design your art room, conduct a good storyline and timeline for your manga, come up with some kick butt characters, make up their stories, then mix it all into one manga, and then try to get it published by Tokyopop or Seven Seas manga companies.
