By definition, nobody, it relies on human's nature to make things fair. It would be like a giant commune in the sense that everybody would be equal, with nobody having more power than another.

Anarchy refers to a lack of obedience to a recognized central authority. In the play 'Antigone', that recognized central authority is Theban King Creon. The King represents his authority as one that must be respected, without allowance for sorting out points of valid disagreement. He sees an absence of the discipline that a recognized central authority gives as proof of the chaos of anarchy. But the character of Antigone represents the valid point of disagreement. She therefore represents an anarchical lack of obedience to the recognized central authority of Creon, her uncle and her king.
