The final authority on all matters in Islam is the holy Qur'an as explained by the holy Prophet Hazrat Muhammad (SAW) and as understood and praticed by the holy Companions RAU. Any explanation or interpretation of the Qur'an that is contrary to the explanation done by the Companions RAU of the holy Prophet (SAW) is fake, concocted, deceitful, misleading and, thus, un-acceptable.

Historically, the person of the Caliph was supposed to be the final interpreter of what the Qur'an said and to be able to resolve disputes between believers. However, the institution of the Caliphate quickly became corrupt and Muslim theologians agreed to disagree on different religious rules rather than submit the question to the Caliph. In the absence of a Caliph (since 1936) this system of agreeing to disagree on certain minor matters in Islam has continued to hold. It is very similar to the Orthodox Christian system of the Patriarchate, where Orthodox Patriarchs agree to disagree with each other over minor matters.
