Pitbulls have a stronger bite then a bull terrier. Pitbulls were breed for that kinda stuff while Bull Terriers were breed for hunting.
There is no accurate way to test a dog's bite force. So it could be either. It all depends on why the dog is biting, the strength of the particular dog, etc etc.
Those dogs come from the same ancestors but the bull dogs are larger so there must be a difference.

In my very personal opinion the dog with the biggest head of them two, carries larger wider and stronger masseter muscles, which closes stronger the lower mandible. It basically comes down to head size.
