The central government doesn’t always hold all the power, E.G here in the uk the central government has always delegated power out to various councils, assemblies, parliaments and authorities such as Cornwall council, Scottish Parliament and welsh assembly but the Uk parliament could theoretically take this power away although this would cause uproar
