He most certainly did, this is where he gave his most famous speech of "Ich bin Ein Berliner" which means " I am a citizen of Berlin."
President John F. Kennedy visited West Berlin, after the dividing wall was built by the Russians, and he said: "Ich Bin Ein Berliner", meaning He was a Berliner. President Ronald Reagan vistaed West Berlin and said: "Mr. Gorbachev, Tear down this wall". A short time later the wall was torn down.
