Presumably you're planning on showing it to a group of people. In which case, you'll need a public broadcast licence. The majority of public venues already have that licence as part of their daily operating procedures. HOWEVER - even if the venue is covered by a licence you, as a private citizen are not permitted to charge a fee for the viewing audience unless you are the owner of the material on the DVD.
If you do need a licence - your local council will be able to supply you with the necessary paperwork.
