Depending on the circumstances Judges and Lawyers are most frequently called upon to interpret the law in the United States. Judges do so as part of trials. Lawyers do so when seeking to advise their clients.
Other specialists may interpret limited areas of the law under specific circumstances. For example, an Environmental Engineer may interpret environmental laws and regualtions for a client to help the client understand what those laws and regulations permit or require him to do to protect the environment in a particular location.
Anyone is permitted to interpret any law they choose to read, but there is no guarantee that their interpretation will be accepted by police or other government agencies charged with implementing or enforcing that law.
Or in other words the judicial branch interperpets the laws
The judicial branch of the government, specifically the courts, interprets and applies the laws in the United States. Federal and state courts are responsible for interpreting laws and resolving disputes based on those interpretations.
The topmost rung of the ladder of laws in the US is the US Constitution. It serves as the supreme law of the land and all other laws, including federal and state laws, must be in compliance with it.
The Judicial Branch is a extremely important part of our American government. The Judicial branch interprets whether laws are constitutional, and apply's the laws set in the constitution. With-out it new laws wouldn't be made. They also make sure the the president doesn't abuse his power. Some day hopefully they will make sure that a she doesn't abuse her power as-well.
Laws are rules established by a state to govern society, so the relationship between law and the state is essential. The state creates, enforces, and interprets laws to maintain order and regulate behavior within its jurisdiction. Laws provide the framework for the state to carry out its functions and protect the rights of its citizens.
Foreigners are subject to the laws of the country they are in. If a foreigner harasses a US citizen in the US, they can be held accountable under US laws. This could lead to legal consequences such as fines, imprisonment, and deportation.
The correct order of the ladder of laws in the US from top to bottom is: the US Constitution, federal laws (including treaties), state constitutions, and state laws. The Supremacy Clause establishes that the US Constitution is the supreme law of the land, followed by federal laws and treaties.
