Venetia Burney (Venetia Katherine Douglas Phair, July 11, 1918- April 30,2009) was the young girl who suggested the name Pluto for the planet discovered by Clyde W. Tombaugh in 1930. At the time, she was 11 years old and lived in Oxford, England. Pluto is the name for the Roman God of the Underworld. (See link for a full explanation.)

∙ 8y agoIt depends how you're defining "cartoon".Technically the pictorial images of daily life done on cave walls by the first humans 40,000 years ago could be considered Cartoons.
Cartoons existedlong before film or TV. There's of course Egyptianhieroglyphsthat show various aspects of life.
There's a 5,200 year old earthen bowl found in Iran that shows a series of 5 images of a goat jumping into a tree.

You'll have to be a little more specific on what your asking since the "Who" of your question cannot be answered. The individual that literally created the first cartoon has of course been lost to history.
