He has a brother who is the traffic engineer that decided it would be a good idea to build the sidewalks at intersections out INTO the intersection('piers' they call them).
And it was his younger brother who decided that our streets were so spacious and safe and we had so much extra money that we should build huge masonry flower boxes right in the middle of the street that we would pay megabucks to landscape every year.(Thanks mayor daley,I mean your majesty)
