The concept of the atomic bomb was originally conceived by physic scientists in many countries. Once Einstein learn the Germans were researching and attempting to build an atomic bomb he contacted President Roosevelt. Roosevelt and the War Cabinet chose to develop their own in the Manhattan Project. They managed to develop three bombs. One was used in testing and the other two were dropped on Japan. They did not invent the bombs but they were the first to use them. As I said before it was invented the minds of the theorists.
