The advertising agency, Goodby Silverstein and Partners, came up with the first "Got Milk?" ad campaign, without the mustache, for the California Milk Processor Board in 1993.
The slogan, "Got Milk?" was licensed in 1995 to the National Milk Processor Board (MilkPEP) to use in their celebrity print ads which added in the "milk mustache".
No-one invented the mustache someone just made up the name.
