When you consider a container of fixed volume, it is either full or it is not full so by analogy, "plumb full" would imply that the container (generally the stomach) is full, with no room for any more. Realistically, the term cannot be completely true since the stomach is somewhat elastic so saying you (or something) is "plumb full" is really just a way to emphasize the fullness.
