There is currently no theory of the velocity of light and to my knowledge never has been. The speed of light has been known since 1675.
It was Albert Einstein who realized and formulated the importance of the fact that the speed of light could not be surpassed. That its speed was independent of its frame of reference.

And its equivalence in the famous e=mc2 equation.

Much earlier, it had been thought that the speed of light was instantaneous, but in the 1600s, Ole Romer was able to determine, from observations of Jupiter's moons, that the speed of light was finite.

This is a wonderful experiment showing the power of deduction.
