The way it was explained to me is...

The one created the Goddess (mother nature/whatever you want to call her) and the God (the horned god of the hunt/whatever you want to call him). The Goddess and the God created Earth as their play ground. She taking care of the earth/water/air/fire/spirits and he taking care of the animals/fish/etc.

Under the Goddess and God there are spirit Deities that-for lack of better wording-work for them and that we can call upon to carry our requests/spells/prayers/etc. to the Goddess and God who in-turn can pass it onto the One.
