That, sadly, is a racist way of referring to the current president, who happens to be black. The word "darky" has actually had a very conflicted history: in the early 1900s, for example, it was used in songs and poems as a way to refer to a "colored person". But even then, it was also considered somewhat prejudiced, since it judged a person totally by his or her skin color. These days, it would be considered rude to call the president by that name, since we did not refer to our previous presidents as "President Whitey."
