Depends on rate and rank
Not SSK3c, but SK3c is the old rate designation for Ship's Storekeeper, 3rd Class. The Storekeeper rate, one of the oldest in the Navy, has always used the designator SK. Today the rate/rank would be designated SK3.
"SK" stands for the rate (Navy doesn't use the term, 'Rank') of Store Keeper. While the Navy no longer uses this rate, the Coast Guard still does.
For the U.S. Army this would be the rank of Corporal.
Rd M 3c is the old Navy rate designation for a Radioman 3rd Class Petty Officer. The rate was changed after WWII to its current designation, RM. The modern designation for the same rate/rank would be RM3.
The word rate can be a noun and a verb. The noun form (e.g.) is a a wage. The verb form means to assign a particular rank.
