Depending on the person or the technique in which they use differ. Gaara i find is a better person and has a sweet side to him, even though he shows hate. He also has some awesome skills, however Neji's skills are much better, though the disadvantage with his 1degree area in which he cannot see. So Gaara = better person. Neji = better skills.

can neji beat gaara probably not. Neji's close combat moves would be pretty useless and gaara could easily do sand burial. Although Neji is fast, Gaara's sand is faster. Plus if gaara let out the the Shukaku, neji would get owned big time. Neji would put up a fight though.

1st, u use team genius=sasuke, neji , shikamaru to face gaara. 2nd, when u reach gaara, use their pre use skill. sasuke can use chidori two times so it will damage gaara's 66% life, then use neji's 8 trigrams 64 palms to seal gaara's chakra so it cant use substitution jutsu. Then use shikamaru's shadow possesion jutsu to let gaara's defend low. So when gaara can't use substitution jutsu n oso a little life then u kill while he's defend is low.
