It actually isn't a matter of who is better, because they usually perform different functions (although there is overlap, of course). A psychologist (Ph.D.) most often is involved in practicing psychotherapy. A neuropsychologist tends to work with individuals who have cognitive deficits, head injuries, and the like. Either one may also perform pencil and paper (or computer-based) psychological testing.

I have read on a neuropsychology forum that neuropsychologist in hospitals make between 60,000 - 80,000 starting. It probably varies depending on the hospital and part of the country you are in. It is my understanding that the average clinical neuropsychologist in private practice makes $120K/year. Uh, yeah, it's possible that they could make 120k a year... however.... the ones making that much have a PH.D and are good at what they do.
A Psychologist is a different type of Doctor. Just as a General Practitioner is also know as the Family Doctor and an Oncologist is a Cancer Specialist so a Psychologist is a specialist Mind Doctor. Some Psychologists are also trained in Medicine.
