To be honest they are both the same except from there pokemon. They both have the same personality and everything but in my opion silver is better then Paul even though silver is a jerk from calling you wimp and mean stuff on heartgold and soulsilver.

In Pokemon paul is just like silver why?
Can not be sure but he was most likely based on Silver as they have several of the same Pokemon (Ursaring, Nidoking, Honchkrow and Weavile families) as well as the same cold personalities towards people and their Pokemon, and both have had issues with the champions in their respective regions I suppose they are as they treat there Pokemon cruely and always care about power also just like paul at the end of diamond and pearl series silver changes his path towards darkness aswell.
