It is because of something called mercantalism. Mercantalism was where raw materials were sold to the mother country rather cheaply. The mother country would manufacture goods from this material and sell it back to the colonies at a greater price than the cost of the material bought. Although, this also occurred with British colonies.

The British introduced the Navigation Acts as a part of the Mercantilist system. Products either coming to or going from the colonies could only be carried on British Ships. Certain products, including tobacco, sugar and rice could only be shipped to Great Britain. The Mother Country was to have a monopoly on the manufacture of goods produced from raw materials in the colonies. The British wanted to become economically self-sufficient and to primarily push forward laws that would benefit the Mother Country above all else, excluding the colonies.

The economic relationship was called Mercantilism. In this system raw goods are sold by the colonies to the "mother" country. The "mother" country would then process and manufacture these goods into a product and sell them back to the colonies at a higher rate. This way, the mainland would make a surplus while the colonies would lose money.
Mercantilism guided the British to view the New World as a place filled with raw materials. They expected the American colonies to serve their mother country by collecting these materials and giving/trading it with it's mother country as well as it's sister countries.
