However, Medicaid is governed by Federal regulations that require, in general, US citizenship (certain categories of legal aliens are also eligible), limited income and assets, and either over age 65, under age 18, or "totally and permanently disabled" as defined by Social Security regulations. Persons under age 18 whose family income exceeds Medicaid standards may be eligible for the Children's Health Insurance Program.
