The Governor is the most powerful person in the state but he has little power outside of the state. The Governor is able to make laws within the state but cannot make laws outside of his state.
The Senators have no direct power within the state but he is part of the United States Senate. Each state has two senators. The Senate is able to make laws that affect all 50 states and can only be vetoed by the president. However, Senate still holds the power to over ride the President's veto provided they have 2/3 majority vote in senate. However, senators, by themselves, do not have power.
