Him can only be found in Zombies in Black Ops 2 (Tranzit only).
When you turn on the power, you can see Him in the power generator. If you aim at him (not aiming down), then you can see your cross hairs turning red (indicating your aim at an enemy). After that, he can appear anytime during the game.
Not much is known about him, but it appears that you can only kill him using melee attacks. You can cause him to temporarily disappear by using an EMP grenade. His attacks will shock you, and it also slows you down.
To avoid encountering him, DO NOT turn on the power. You can buy perks and access areas using the Turbine.
I also believe (it might not be true) that you get an achievement called "You have no power over me" when you kill him. However, I might be wrong.
