A simple way of finding Jack is to get close to someone who looks like Jack. If they start to run towards you, run away, it's another villager. If they don't run towards you, it would most likely be Jack.

∙ 14y agoJack is a mysterious creature with a pumpkin head. He appears ONLY on Halloween and craves candy. Before Halloween be sure to stock up on candy from Nook's shop so Jack won't play a trick on you...which is what he does if you don't give him candy! But if you DO give him candy, he gives you an item from his exclusive Spooky line. If you don't give candy, first Jack gives you a pumpkin head. The second time he gives you either a moldy or a patched shirt (to complete your ensemble of ugliness). On the third no candy trade he gives you a jack in the box.

∙ 13y agoIn Animal Crossing Wild World, he doesn't exist, but in the game cube version and Wii version, he comes on Halloween night at 7pm. Hope this helps.
