I would say it is the exhaust system.
Apparently not. You are SOL if you have a problem and don't live within the city limits.
Yes, Shelby Township in Michigan has a noise ordinance that outlines limits on acceptable noise levels at different times of day to preserve the tranquility of residential areas and protect public health and welfare. Violations of the noise ordinance can result in fines for individuals or businesses creating excessive noise.
Street noise is defined as being any noise that is heard such as that within a city setting. This can include traffic, people's chatter, animals, and other such noises that are often heard during the night.
Legal limits will surely vary from one jurisdiction (country, or state) to another. They may also vary from time to time, in the same jurisdiction. It will also depend on the circumstances. For example, if you make a certain amount of noise in your house, and disturb the neighbors, they might be entitled to complain. On the other hand, an airplane taking off makes much more noise than that, and that might be perfectly legal.
was there something on your dash that fell in the vent, a bad fan will make noise all the time.
Yes, as long as it does not become involved in noise complaints.
I would say it is the exhaust system.
Check your wheel bearings. Mine made a noise when turning right and had to replace the wheel bearings and hubs as they are all one unit on my 92.
I believe its 87 stock, (idling next to my car it sets off the car alarm) most aftermarket exhaust systems will put you close to 95, with some municipalities imposing noise ordinances of around 96db. Many high performance exhaust systems are over this but may include a 'silencer' insert that brings the levels down to legal (or close to legal) limits.
