Its the person that installed the counter. If the counter was cabinet was made by a carpenter specifically for you and YOU have told them that there is to be a granite worksurface fitted after he/she should have checked that the carcase was capable of being load bearing. If the carcase was made with the intention of taking a standard 26 inch work surface then the person responsible is YOU.
The plumber is there to connect all the in and out water supplies and waste.
The granite installer should be aware that they are placing a substancial weight on a carcase that is NOT re-enforced to be weight bearing. If the carcase is pre-existing you can approach the granite installer to check why they have not as a minimum advised you of the load bearing requirements of the top. Without knowing the process of purchase, ordering, and agreed installation responsibilities it is difficult to ascertain the blame. Normally it will be the house holder who needs to ask the questions when an installation is quoted on. Check all quotes to see if any have made mention to the weight factor
