Well this all depends. Before Naruto Shippuden was released, Sasuke was stronger than Naruto. But around the middle of the Shippuden series, Naruto started to grow up, and received exclusive training. (as did sasuke, he just didn't have the results that Naruto did) Which increased his skill greatly, surpassing Sasuke for the moment.

Now when Naruto is in Sage mode, he is no doubt the strongest in the villiage (in my opinion) (besides danzo, because we don't know how strong he is yet.)

But this topic is very debaitable and will be debated until proven in the series.
