you have to have beaten th Pokemon league and have the nbational dex, yo ucan then go to the palpark and there you can transfer from your 3rd generation game(Sapphire ruby or emerald) those are the only games with those Pokemon meaning you can only get the Pokemon this way

Is Pokemon Emerald different from Ruby?
Yes, the main difference is that in ruby, you can only catch groudon and maybe rayquaza (not sure). In emerald, you can catch rayquaza, kyogre, and groudon. All of the games are great though and there may be a few other minor differences, like which pokemon appear on a certain route. I know that in the town with Brawly as the gym leader (fighting) in th cave there are sableye in ruby, but not in salphire. Personal preferance is emerald because it is a mixture of ruby and saphire. Have fun!
