According to DoD Directive 8000.01 (January 2009):
Each DoD Component shall have a CIO who reports directly to the Head of the Component.
The component CIOs are appointed by the heads of the DoD components. In this case, the "component" would be something like the Army, Navy, NSA, etc.
Some of the Component CIOs are :
Army: Chief Information Officer/G-6 LTG Susan S. Lawrence
Navy: Department of the Navy Chief Information Officer Terry Halvorsen
Marine Corps: Brigadier General Kevin J. Nally, Deputy Chief Information Officer (Marine Corps) - the Marine Corps falls under the Department of the Navy so Gen Nally is the senior USMC person in a CIO role
Air Force: Lt Gen William T. Lord, Chief of Warfighting Integration and Chief Information Officer
NSA: Lonny Anderson, Director of NSA Technology Directorate, CTO and CIO, National Security Agency
Veterans Affairs: Roger Baker, CIO, Veterans Affairs
DISA: Henry Sienkiewicz Chief Information Officer DISA
CIA: Al Tarasiuk, CIO, Central Intelligence Agency

DOD is Department of Defense. DOD Police are civilian police assigned to work on DOD installations.
The answer depends on which branch of the service you are talking about. According to paragraph 5.10.4 of DOD Directive 8500.01, Heads of DoD Components shall: 5.10.4. Appoint DAAs for all DoD information systems for which they have The Heads of Components also appoint the CIO. Within the Army, AR 25-2 paragraph 2-1 k. states that the CIO/G-6 will: k. Act as the certification and accreditation (C&A) designated approving authority (DAA) for ISs with the exceptions found in paragraph 5-8m. Unlike the Army, in the Air Force, Navy and Marine Corps, these positions are separate.
DoD Component Head
There are three DoD regulations that have provisions for implementing safeguards. DoD Regulation 5400.11, "DoD Privacy Program;" DoD Instruction 8500.2, "DoD Information Assurance Implementation;" and DoD Regulation 8580.2, "DoD Health Information Security Regulation."
Militarily, the Commanding Officer of the Navy is the Chief of Naval Operations, a 4 star Admiral. He reports to the Secretary of the Navy, who is a DoD civilian; he in turn reports to the Secretary of Defense.
