King Kleaver is the Ruler of Utensia in 'The Emerald City of Oz'. His subjects are kitchen instruments. As a cleaver, he also is a kitchen utensil.

Dorothy Gale visits the kingdom and its residents as part of a tour of discovery and goodwill on which Princess Ozma sends her in 'The Emerald City of Oz'. She finds them in the southern part of the beautiful, enchanted, magical lands of Oz, in Glinda the Good's Quadling Country.
Queen Ann Soforth is the Ruler of Oogaboo in 'Tik-Tok of Oz'. Her subjects only number eighty-nine [89] people. That bothers her at first. But she ends up deciding that Oogaboo is a great place to live and that she doesn't want to rule anywhere else.
