If you are renting and the owner is responsible for keeping up the fencing and the dog was able to attack because the fencing wasn't taken care of AND the owner either knew or had been told that the fence needed fixing (and you can provide proof that he had knowledge of this) then yes, he would be responsible for any injuries due to his neglect.IF he had no way of knowing the fence was bad OR if the fence was good and some stray dog jumped or dug under the fence, then no. He would have been taking normal precautions to secure your animal: if another person's animal does beyond the normal (climbs a 6ft fence, digs a 4ft hole under the fence etc) then it is on the animal owner and not on the house owner.**If you let the animal in the house or the yard then definitely not.** Note, ALL domesticated animals at one point or another have an owner, even if it's just that their parent was owned, then any animal born from that animal is theirs whether they chose so or not: the only way to get out of this is to actually transfer ownership to another willing person. If you throw your pregnant lab out into the cold (abandon them), then any puppies she has are your responsibility to take care of, because you didn't protect her from getting pregnant; whether they were born in your house or with your knowledge or not. When you own an animal you are responsible for the whole life of the animal, not just the 5 minutes that you like them.
