I believe you mean Blessed Mother, which is applied normally ONLY to St. Mary, the Mother of God! In Roman Catholic theology she has the primacy of honor among not only Female Saints, but all Saints ( there are all sorts of Marian titles, and the entire month of May is dedicated to her, that is just a sampler. Bearing the Christ child alone merited the title Blessed Mother. By the way, Blessed is used as a prefix for honored souls who have not yet merited the title of Saint, but here has a ( Superior) rather than junior-grade connotation- with Blessed Mother- or BVM Blessed Virgin Mary.
