On 19 February 1861, President Jefferson Davis appointed Leroy P. Walker of Alabamahttp://www.answers.com/topic/Alabama secretary of war of the newly formed Confederate States of America-the first of the five men to serve in that troubled office-and on 6 March, the Confederate Congress authorized an army of 100,000 volunteers to serve for twelve months. In May 1861, following the outbreak of war, Congress authorized the further enlistment of as many as 400,000 volunteers for three‐year terms.
