In an oligarchy, power is typically concentrated in the hands of a few individuals or a small group. There may be a leader or a figurehead who holds the title of president, but their authority and decision-making ability are often limited by the dominant few who control the government.
oligarchy
Sparta is a city state, all of it was an oligarchy.

Ones that are ruled by a religion and the head of the government is the head of the religion.
sparta
First a king, then an aristocracy, then a tyrant, then a democracy, then an oligarchy, then a democracy, then an oligarchy, then a democracy, then a king.
Sparta was not an oligarchy (= rule by the few), it was a limited democracy with an assembly of male citizens who voted on matters put to them by the council. It could not be an oligarchy as the warriors had to have their say in the state, or simply would not fight for the state. The aristocracy knew this full well and gave them their say in assembly.

Right now we have a separation of church and state so there is no oligarchy and as long as that is maintained there won't be one.
