It's not. Law enforcement is a function of the Executive Branch of government, not the Legislative Branch. The US Attorney General is the chief law enforcement officer of the United States. He is also the head of the US Department of Justice. State and local police departments are likewise considered part of the Executive Branch of government.
A mayor would be the head of the Executive branch of a municipal government, with the City Council being the Legislative Branch, and the court system the Judicial Branch.
A city usually has just two branches of government: an executive branch and a legislative branch. A judiciary branch is also present, however, it encompasses more than one city usually.
THE GOVERNMENT BRANCH LEGISLATIVE,EXECUTIVE AND JUDICIAL DOESN'T VOTE AT ALL. THE PEOPLE LIVING THERE IN THE CITY WILL VOTE FOR THEM.
For the most part that is at the City level,although some counties have Mayors.
A city council is a legislature. They make laws. The other branches would be Judicial (the court for the city) and the executive branch (the police .)
