India has Parliamentary System. People elect representative by secrete voting in General Elections. Those representative (552 in nos.) form Lok Sabha (Lower House). Biggest party (or biggest coliation) gets to form the government. And has to prove majority in the house. Leader of that party (or who so ever party nominates) become Prime Minister Of India.
y.b.chavan . he belonged to the congress party which itself was the ruling party . This situation resulted due to the clause in our constitution which says that the opposition party must hold atleast 1/10 of the total lok sabha seats . and in 1952 elections , CPI was the only other party in the lok sabha having more no. of seats than congress . the CPI held 16 seats out of 489 seats . thus a.k.gopalan of the CPI is not the 1st leader of opposition but it is y.b.chavan
