It practically means a person who tries to follow all these strict rules, and actually believes that it's true. For example, Legalists don't celebrate Halloween, thinking that it's worshipping Satan. But really, if you're celebrating it just to eat candy, it's really okay. They also don't watch movies thinking it's a bad influence, and don't read Fantasy Books (especially the Harry Potter series and the Twilight saga).
