Mr. Hellyer was summoned to the Privy Council in 1957 by the Right Honourable Vincent Massey (the 18th governor general) on the advice of the Right Honourable Louis St Laurent (the 12th prime minister).

The Queen's Privy Council for Canada is a body of advisors to Her Majesty the Queen of Canada. The Privy Council was created by s. 11 of the Constitution Act, 1867, and consists of members appointed by the Governor General of Canada on the advice of the prime minister.
