Assyria was an ancient empire that had a monarchy; its last kings died in the 600s B.C.E. The country was never a Presidential Republic. If you are speaking strictly about the land of Assyria, this is under Iraqi de jure authority and the President of Iraq (as of May 2016) is Fuad Masum (even though actual power is vested in Prime Minister Haider Al-Abadi). However, as a de facto matter, Assyria is split between the Kurdish Regional Government led by Prime Minister Nechirvan Barzani and President Massoud Barzani and the Islamic State led by Caliph Abu-Bakr al-Baghdadi.
