Phidias (he wears a blueish blackish jacket... and stands next to the city fountain?) he comes at random and to get him "we" think that you cant fast forward on accf for a while... :) (its probably NeVer gonna happen to me love fastfowarding :)lol!!!!!!!!!)

Phineas is the sea lion who appears in Animal Crossing: City Folk. He can only be found in the city, and is there selective days at daytime only (he has appeared on weekends). He gives you special handheld items you can't get anywhere else! The items are... balloons, bunny balloons, pinwheels, and bubble wands. You can only get one per day for free:).Unfortunately, if you time travel backward or forward, he will not come to your city for a long time. Which really stinks because who doesn't like fast fowarding?!?!?!!?
