no vocaloid is a music program and they are just characters with a voice some people like to pair characters together but there are no offical parings it is up to you you can pair any character with any character that you want.
Vocaloid was made to be a software that sings for you, and looks like a manga character. No, there isn't a anime, but there is Hatsune Mix, a vocaloid-based manga. Also, there's Black Rock Shooter, An anime being made based off of the song by vocaloid Hatsune Miku.

Hatsune Miku doesn't have a story. She's a Vocaloid. She's not an anime character or anything like that. Although there is a Vocaloid manga called Hatsune Mix.
Just to inform you, VOCALOID is a software. And mainly if you want to make something simliar to a vocaloid (music wise) people usually use Utau, I'm not sure how it works, but it's a way where you could make your own vocaloid, but instead call it an Utau. If you're tyring to find out how to make a vocaloid costume for your own character. There are quite a few Vocaloid Dress up games on Deviantart.com, if you want to draw it for example, it's probably best to do some research on other vocaloids or Utaus to come up with your own ideas.
There is currently no Vocaloid with a blonde ponytail. There is, however, a fanmade, Neru Akita, who has a long side ponytail and yellow hair. Lily also has blonde hair, there may have been a PV of one of her songs with it done up in a ponytail.
Teto's character item is, apparently, french bread. Note that Teto Kasane is not a Vocaloid, but an Utauloid for the free singing synthesizer UTAU. Since the Vocaloid and UTAU communities are closely related, Teto and other UTAUloids have many fans within the Vocaloid community and its not surprising to see many songs featuring Teto or other UTAUloids singing alongside their Vocaloid counterparts.
