Several states and localities have passed laws against driving and cellphone usage, either talking or texting, but such legislation is being bitterly fought by the cellphone industry which wants no limit to the usage of their technology as it is TREMENDOUSLY profitable to them. Their difficulty in doing this is that they can't be seen as TOO blatantly anti-safety while at the same time pushing for non-restrictive usage - a delicate balancing act.
