In the United States, it depends on whether it's a state or federal charge. If a state charge, an arrest warrant is usually issued by a county magistrate, or possibly by a judge of the Superior Court (or whatever the criminal trial court is - in New York, called the Supreme Court). That's for a crime committed and an officer seeking a warrant. If you didn't show up for court when you were supposed to, the judge you were supposed to appear before would have issued a bench warrant for your arrest.

On federal charges, the warrant is generally issued by a federal magistrate for your judicial district.

In countries other than the US, I'm not sure, but the warrant is going to be issued by a judge of some sort, usually the equivalent of a magistrate.
